The Resources\SkillsCap.txt contains information about the skill cap for each class at every level. On the client side this is only used for display purposes but apparently the same file is used server side as well. See Skill Caps for a dechipered list of the file contents.

Format

Each line in the SkillsCap.txt file holds the skill cap for one level of a skill/class combination and has the format:

  [Class Code]^[Skill Code]^[Level]^[SkillCap]
